So how would you respond to the fact that the Romans were already saved and yet Paul said he is (still) eager to preach the gospel to them (again) also?

I go into that in detail in my video response. I’m not sure why you would ask without watching the video. But again, I address that question in great detail. But I will just mention one point of the several I make in the video: “to them” is an irregular dative that could mean “with them” or “through them.” “To them” can’t be taken to the bank.
